Well this may be a technicality, but I believe there actually needs to be an aircraft for it to carry if it's to qualify as an aircraft carrier. And if we're not counting helos, it's not a carrier yet.


Helos are sort of "craft" that move around in the "air"



But, I do agree.  Still, if they buy a VTOL F-35 variant, their helicopter carriers can probably become aircraft carriers with little modification.  



They would need a ski-jump ramp to carry useful loads, IIRC.  I think they were designed with the possibility of fitting them out that way in the future, but I'm not certain of that.


Lack of a ski jump doesn't bother the Marines in relation to our LHA/LHDs.

Bigger question is if the deck can take a F-35's exhaust.

All the parts except for the pits pre-made, partially assembled and located at one base.  The pits are ready to install and all located at another location.  Shit starts getting tight, the parts are all delivered to the same location and final assembly takes place.  Customer delivery takes place via one of Japan's fighters or in-board one of their space launch boosters that flies a different trajectory than the usual orbital flight path.

I don't think it's that close.

But they probably have refined isotopes that can be machined into deliverable pits quickly.

Delivery system is a given.

It comes down to fuzing and detonation after that.  It would be pretty hard for a nation like Japan that is ringed with as many seismic detectors as people to conduct any lens or implosion testing, but that doesn't mean they didn't test it elsewhere.

Given Japan's level of nationalism, organization, wealth, and technical expertise, I think they could get a deliverable warhead within 6 months.

The issue has always been a government that is scared of it's own shadow despite their domestic denials of WWII failures.
