Not a Bill Ruger fan, but I consider my GP100 as a COMBAT magnum, and my 686 as my RANGE gun. 'Nuff said. Pretty is nice, but rugged is, for me, better.

I would do the following:
(1.) Change the Ruger Vaquero back to the older and much stronger design
(2.) Completely redo the Mini 14, give it good sights, a better barrel and gas system
(3.) Make a Lever Action Rifle in both S&W 460 and S&W 500
(4.) License the Sig and the Tavor and produce them
(5.) Make an AR180 and offer it in: 5.56 NATO, 6.5 Grendel, and a bigger version in 7-08 and 7.62 NATO
(6.) Create a small Semi-Auto Carbine based off the M1 Carbine, but chamber it in 10mm
(7.) Make an IMPROVED AK47. Better Sights, Adjustable Gas System, Ambidextrous Safety and offer it in 7.62x39mm, 5.45x39mm, 5.56 NATO
(8.) Make a Browning Hi Power in 357 SIG
(9.) Redesign slightly the 1911 and chamber it in 10mm
(10.) Offer a Customized GP100 by smoothing out the sharp edges, chamfering the cylinder, reducing the cylinder gap slightly, recrowning the muzzle, lightening the trigger pull and offer it in 2,3,4,6,8 inch barrels

I would shit can the mini 14 and 30.  
Galil clone.        
Fire those responsible for the 223 scout and 9mm lcr.  
LCP in 32 acp.  
Semi Auto shotgun maybe based on Galil/AK action or modified m14 action.
New X frame style revolver with no fucking lock, chambered in 357 max or a lengthened version of such.  Or a new super long 32 caliber magnum.
Long action AR in magnum chamberings 06, 300 mag, ect.  
Lever gun featuring box magazine and not that gay rotary magazine, chambered for the 460, 500, 357 max and 32 ruger supermag.  
Semi auto 17hmr rifle that doesn't suck gas and that will hold up and takes non gay ass magazines.  
Fire the guy that replaced the firing pin in my rar 17hmr after I wrote a note telling him the headspace was on the long side after I returned the rifle. The empty case heads were bulged.

Wouldn't be a Garand then, you'd have to change the gas system a fair bit.

Besides, CMP sells completely refurbished M1s for under 750, add a 35 dollar adjustable gas plug and you can shoot any .30-06 you want. Boom, forged receiver M1 with armorer overhaul, shoots any .30-06 you want to try, for well under $1k. Ruger could probably do great barrels, but the receivers would be cast and necessarily more bulky than GI, so you'd end up with a chunkier, heavier, less balanced rifle for more money than CMP charges.

Make the mini line take ar and ak mags
Build bolt guns that take ar15/10 mags and sell receivers as well
Hire magpull to make stocks and shit to fit my products

Buy the rights to the keltec pmr rifle and pistol and make it work

They generally get it right when it comes to COAL and twist in the 243. I'd change the twist to 1-7 in all 22 caliber offerings. There's ZERO reason not to, a 1-7 223 that can handle a 75 grain A-Max with the generous magazines the Hawkeye has - would be awesome.

I'd make sure Pine Tree Castings aggressive searches for other commercial products for domestic consumption.

I'd have the legal department go through non-firearm patents for ideas to snatch up to produce.

In short, I'd do as Winchester did during the Great Depression.  Winchester made things other than firearms.  Broke folks don't buy guns.  They get old ones working.

offer simple LCP with laser in all white and call it the iGun while running a LOT of shitty commercials that mock the unarmed population. come out with upgrade (green laser, night sights, better trigger, ei stuff that everyone else already has) every year and advertise how revolutionary it is.

fund youth shooter events all over the nation to raise a new generation of responsible gun owners

Thing that has me scratching my head about Ruger as of late is the cost of the mini 14, man those things are $800 and more around here before tax, I mean you can easily buy a AR for less.
