100% chance that this was some sort of grant from an insurance company who pay for the cop, car, and doughnuts.
Here the local insurance companies pay for the "drunk driver" checkpoints where they stop +1200 cars and catch 3-4 drunks above 0.8%. |

There are no patrol guys in my area making 90K a year other than the staties. It is simply unheard of Cornell University just signed a contract BY MISTAKE that puts their guys in that range at the end of the contract, but it was purely by accident and the University almost immediately tried to re-open negotiations for an already-signed contract when they realized what they'd done. |
