Those are blue barrels are propane which are used for for heating and cooking as they do not have it piped in.

Odd looking rockets. Spin stabilized? Forward center of gravity but also far forward center of pressure so they must be spun in launch to achieve stability.
Short range for sure.

I doubt those are spin-stabilized. The video shows the mortar round coming in at an angle sideways to perpendicular. That crap there is some Saudi-neckbeard engineering. I'm sure they weld those fins on a 90 degree to the shaft below the tank, and call it good enough. I bet those are minute of parking lot at best.
