Well, they have access to scads of chemical weapons. While I doubt they can "destroy" an American city, they can certainly kill a bunch of folks.

Leveling a city would be impressive - but they could get a lot of press just screwing up a downtown. If a nut job could take down the federal building in Oklahoma with some diesel and fertilizer - I assume a terrorist group could do some damage simultaneously (or probably better yet, sequentially) detonating a handful of air fuel explosives.
