When the biggest issue they ever deal with is a disorderly line for a sale at the Piggly Wiggly, and all of a sudden they have to deal with Los Angeles-level urban youth acting in concert on the streets, it's bound to go bad. Then they put a black captain of the highway patrol in charge of a police action, when in fact he has zero experience in that regard. Have him set up a DUI checkpoint or other traffic-related stuff, but don't pick him for his color and "ties to the neighborhood." He's a disgrace as a leader. |
