They may downgrade his retired rank to Lt Col. Don't see it happening, but there is a mechanism for it. |

This was my experience as a civilian student at the Naval War College. My papers for each trimester were in the 20-25 range. An O-6 got busted just before I got there. I remember one paper I wrote about civilans manning warships and, when I was almost complete, I found another paper with an almost identical topic that overlapped my own.
