Okay so they got sloshed on the job, that was common in the 70s I guess you can still do it in NYC. But why would he be fucking around with his handgun in the car? He left it in the car while they went into the bar? That sounds odd. A cop that old decided to spin his .38 on his finger in the car?
I'm surprised the drunk cop didn't drop his partner off, disappear for the rest of the shift so they could not prove he was drunk
