IIRC, it started with a video from the NRA when discussing gun control in England.  Someone said in the video that he lost all his in a boating accident.  



End result - gun control still exists in England, and that fella doesn't openly use them.



So yeah....the phrase is stupid, pisses me off and makes ya sound like a bunch of pussies.

I teach a Rifle Marksmanship class at my university and II brought some guns in to class one day to show them different types of firearms.  I told my students these were borrowed from friends because I lost all of mine in a tragic boating accident and were at the bottom of a river or lake (can't remember which; depends on the year).  A few weeks later, I had a couple of them ask me about why I had all my guns in a boat.  I started laughing because they truly believed that I had lost them all.
