We asked everyone in the restaurant including the manager what this thing is hanging on the wall. She gave me her card and said to email her if we figure it out because they don't have a clue. Sorry for the shitty pic, it's the only one I have. The handles are attached to threaded rod. Looks like it centers something then the gig in the middle does something else.
