I forego the steam inserts. I use 1/2" of water and the claws/ legs pointed down keep the crabs above the waterline. Or you could find a low profile expanding steamer...

I have one of these with the two steamer inserts. It's 12 quarts, but if I was cooking for a crowd I might need two.
