Order of the Arrow is an honorary membership issued by the Boy Scouts of America.  You must be nominated for it; you cannot "volunteer" to join. It has (iirc) 3 levels of 'membership;' however, like the degrees of Masonry, you are not more or less a member for not having attained the upper levels.

Perhaps this is what the other guy was talking about.

It is like an honor society within Boy Scouts.  it does have some secrets that go with initiation, there is an 'ordeal' when you are inducted, etc.

I and another member of the forum have served on the national committees. The gentlemen who drafted the different allegories used in the induction ceremonies came from a diverse background of radio theater, Elks, Masons, Odd Fellows, campus fraternities etc. One of the early authors who is still with us had a long career as a radio and television writer. The ceremonies have gone through several revisions over the past 80 years of publication. Prior to original publication they were much less standardized. The most recent revision was in 2013. The end goal is to make a lasting impression on a teenager within an outdoor setting.
