Weeding through the endless crap Google comes up with, I'm having a hard time finding a DWG 2D file of a Cessna 310Q.

Does anybody have a source for GA aircraft in CAD? I'd be happy to pay for them!

I just did a quick Google and saw that there are 310's available in Solidworks / STEP. Perhaps you could just convert a Solidworks file to a .DWG.

Buy a manual, then scan the 3 view.

The odds that someone has accurate 3D drawings is probably 0, or close enough. There are probably some drawings from a model plans house that are pretty good.
