School me on the rules, and the grey areas? I'm going to Costa Rica may 13th. I know a reputable shop that has fine Cubans. Can I bring them back? How many? Thanks

No.

It is not legal for U.S. citizens to purchase Cuban cigars no matter where they are when they buy them unless they are actually in Cuba (as an authorized traveller).  If purchased in Cuba, you can bring back up to $100 worth of tobacco products.
