I'm sending my brother a care package and wanted to throw some cigars in for the guys in his unit. It won't just be a box of cigars, but I am wondering what the best practices are on this?





Put them in a bag with a water pillow and then a tupperware style container?







I have some cutters to send, but can/should I send matches? I know lighters are typically a no-no for mail, maybe even expressly against the rules for APO addresses.







Any advice appreciated.

I send my guys cigars inside a 10-count Cigar Caddy.  After they're in the case, I wrap it in bubble wrap and then put it in the USPS box, with extra padding to help it from getting beat around inside the slightly-larger Priority Mail box.  Use small boxes of matches to take up the extra space inside the Cigar Caddy if you're sending shorter cigars.
