Put a sump pump in the well. Regrade/funnel the water from the downspout away.

For the water coming into the window well from the top maybe just a cover? I know I've seen clear ones and I suspect different styles and costs would be available.

The window well should have a drain connected to your drain tile system around the foundation footers.

Need to extend \ move that downspout.   Anything else won't have much effect.

Covers are nonsense.

It should have been connected to the foundation drains when built.

Absent that put a submersible pump with a float switch in the well.
