There's a hairline crack in one of my car's body panels. Deer ran out in front of me and got a glancing blow and went on his way

Didn't fix it and now there's some rust built up.

What's the best way to remove the rust (in situ, I don't really want to take the panel off) without harming the paint?

I was thinking vinegar and a toothbrush, but you guys generally have much better ideas.

The rust you see pales compared to the rust you can't see. There is no magic potion.

It's either cut, prep, weld, grind, prep, paint, or live with it.

citric acid soak, or muraic acid from a pool store will help remove it.
naval jelly is probably also best, as it should convert it too.

but I agree, there is more than you can see.

I would try one of the rust conversion coatings.
They make phosphate and turn rust black.

If you can access the other side of the panel (even if you have to pop a door liner) it would be far better.
