based on where you are, I would guess it is rust.
you might check and see if you are still covered by the manufacture. I believe some of those panel rust through warranties extend quite a while. |

Pretty sure corrosion warranty is 5 years unlimited miles.

If it's bubbling underneath the paint, it will need to cut out, a patch panel will have to be made, and it will have to be welded in. This is really the only appropriate way to fix it. We have to do it all the time to customers vehicles.
