That would be an entirely new account, not a client that caches my email offline.

The Google Gmail or Inbox apps?  Pretty well all mobile device mail clients are designed for offline caching since mobile devices are much more likely to drop out of network coverage.

Gmail, I read several accounts of it not caching the whole account.

Update: tested and confirmed with Gmail app on IOS.  No options for offline, no options for how much to download, etc.

Google supports IMAP, so any IMAP email client will work for you, you just need to find a well reviewed one.

I installed the Gmail app and let it sync 24 hours.  Then I activated airplane mode and browsed my folders. Folders I had not accessed since installing the app were not available.

My iPhone is issued by work, thus the desire to keep my work Exchange and personal Gmail accounts separated.

I just hit upon the idea of using Outlook for IOS for work, I wish I'd thought of this sooner.  Gotta contact the hell desk at work to get it set up, me thinks.

The way iOS mail works…it'll default you (if you hit write) to whatever folder you are in (if it is specific to the account). Honestly, the iOS mail app does what you want it to…but I do understand the desire to keep things separate.
