I have a laptop on a dock, with attached kb, mouse, external HD, and so on. I recently upgraded to Windows 10, and it keeps shutting off my keyboard and HD! The mouse stays activated, but the kb requires a key tap sometimes to "wake up", and the HD routinely shuts down after just a few seconds of inactivity.

I have googled the issue before, and used the power settings tab under device manager (USB generic hub...all of them actually) to change the default port management setting--to no avail. The changed setting remains changed after re-start, but the port behavior is still to shut off.

Has anyone else dealt with this issue? What can I do?

Right, did that. Even kept the changes after re-start. Same port behavior.

They devices are plugged into the dock and not the laptop?

Have you tried just the keyboard and mouse to see if you have the same issue?

Dell Latitude E6540

Win10Pro Build 10586

All devices plugged into an e-Port 2 (Dell) dock; this same exact setup as when I was running Win7.

Not entirely sure what you mean by the last question, butt kb and mouse are <2 years old and in good repair, never gave me these issues before. External HD has also lived for years on my desktop; and would stay powered on unless I physically set the rocker switch on the back.

That's really my main worry...I can't imagine cycling on/off this often is good for a spinning drive...

Device Manager -> Universal Serial Bus Controllers -> USB Root Hub (each one, if more than one) -> Properties -> Power Management tab -> Uncheck "Allow the computer to turn off this device to save power"

Or alternately, the BIOS updates referenced above.
