Try a different browser. There is probably so much Dell shit loaded into internet explorer that it's choking itself.
There is also a program called PC Decrapifier that will clean up most of the preinstalled Dell stuff. I used it on my new laptop a few years ago and it was a lot easier than formatting to get a clean install |

New laptops are a lot of times downloading and installing windows updates in the background.. Leave it on overnight and let it finish

downloaded firefox, it is loading pages faster, and loading complete pages now, not sure what it was but it is now working like I think it should. Thanks!
