I have never looked through either of them, but on paper the 60D should be better.

In terms of coverage? Canon claims 96% with the 60D and 95% with the T3i. Magnification is .95x with the 60D vs .87x of the T3i. Both have the same diopter adjustment range. Are you saying it's not clear no matter what you adjust the diopter, too? If that's the case, you may have to get a different diopter from Canon for your camera.

Contemplating a future purchase. I'd like to save money and get the T3i, but if there is a significant visual difference in the viewfinder, I'd pony up I suppose.

I had the 60D for a while,(about 3 months). I really liked it.
The viewfinder is very clear, but it has it's limitations as it only gives you approx 96% coverage.
(meaning, what you see in the viewfinder is about 4% less than
the pic you actually took) But it does have live view LCD and that gives you 100% preview.
Anyway, compared to the T2i I had before thae 60d, the 60D's viewfinder wins hands down, much clearer and images are detailed.
I had the diopter adjustd almost all the way on the 60d and it worked fine.
ETA: Not sure if the T2i's viewfinder is the same as the T3i, but the 60d's VF is def better in my experience.

I've never looked at the viewfinder as a make or break feature when it came to dSLR. I've owned the XTi, 40D, 7D, 5D II and 5D III and none of the viewfinders on those were bad.

I have a T2i, and my roommate has a T3i. I think the viewfinders are pretty much identical. I do end up having to get my eye very close to it to see the full frame and the settings at the bottom. As mentioned, it's only 95% of what the sensor will see.
