This morning at the gym was back/bi's. Tweaked my right bicep a little and when I got home, decided to ice it and wrap an ace bandage around the ice pack. I switched from an ice pack w/ a cloth covering to one that is plastic. Sure enough, about 30 minutes later after taking the ice off, looks like my right arm has aids.

Should aloe help at all or will my arm just eventually fall off?

arms gonna fall off for sure
Looks like you gave yourself a little frost bite, Always keep something between the skin and the icepack, direct contanct is not really a good thing.

This. Also, most of what I've read about icing for reduction of inflammation recommends no more than 15-20 minutes application time. If you wanted to reapply ice, I'd wait 15-30 minutes between "doses".
