Alright, so it appears there's not a whole lot that meet my criteria.  To start off, here's what I'm looking for:

-  Mid power range (3x or 4x on the low end, 12x-16x on the high end)
-  Glass quality on par with or better than a Razor Gen II
-  FFP
-  Mil/Mil (preferably with an option for a Horus style reticle)
-  Illuminated reticle
-  Sub 35oz. (preferably sub 30oz. if possible)
-  Adjustable parallax
-  Locking turrets (if possible)
-  Locking diopter (if possible)
-  $3k max budget (preferably under $2.5k)

About the only thing I'm seeing right now that closely fits with most of my criteria is the 4-16x42 F1 ATACR.

The 3-15x Steiner T5Xi does meet a lot of the criteria as well, but most reviews list the glass quality as good but not great, not to mention all the teething issues it had.

Is there anything else I'm missing here?  It seems there's not much option with mid power range scopes.

Vortex AMG, though the power range isn't what you wanted. Everything else seems to line up.

I'd go with the NF 4-16 ATACR given your requirement.
