Who makes the lowest 30mm rings that are still good quality?

ARC makes some at .79" but I am not a fan of them. The screw acts as the cross slot as opposed to a real recoil lug like on the seekins.

APA has .720s:  https://www.americanprecisionarms.com/products-page/rings/rings/

Not sure they'd be useful for anything but a straight tube scope, but I haven't used them.

I have med rings now and I find it sits a little too high for me.

Based on the way I like a rifle set up, I agree. There is a lot of room under the objective lens and the cheek riser is maxed out. You can lower that considerably.

Yea that's what I was thinking too. Now all I have to do is find the lowest set of rings. I wish the rock solid mount wasn't so high.

I can't see that Rock Solid base clearly, but it appears to take up more height than the rings. I don't know the Mosin, so maybe there aren't many options. Ultra-low rings on that setup may not get you much lower. Any chance to get a lower base?

No, that is the lowest mount available.  The Mosin requires higher mounts than most to allow for clearance of the bolt handle.

I am hoping to shave off at least 0.1875"-0.25" with lower rings.  And I may down size to a 1" tube and get a little more.

I will also get a smaller bipod to help bring the rifle lower to eye level.
