With service rifle, I liked 24.0 of Varget with the bullet 0.010" off.

The first thing you need to do is establish how long you can load them before they touch the rifling. Once your our maximum OAL is established you'll have an idea where to start. I would start off by jumping the bullets .025" to the rifling.

RE-15 - 23.0 to 23.5
Varget - 23.0 to 23.5
VihtaVuori N140 - 22.7 to 23.2
Norms 203-B - 23.0 to 23.5
H4895 - 22.7 to 23.2

are all viable choices.  

Russian kvb-5,56m
Remington 7.5
CCI-BR4
CCI-#41
CCI-450

are all good choices for primers.  If you have a chronograph look at 2700 fps as an upper limit with a 24" barrel. 2600 fps with a 20".

You have to have a 1/8 or 1/7 twist barrel to stabilize an 80 grain bullet.

You need a .223 Wylde chamber or longer throat (5.56mm) to allow the bullet to be seated out enough to reduce pressure using these bullets.

If you have a SAAMI .223 chamber forget it. You'll need to have it throated longer to accept an OAL of close to 2.500" or longer.

People say that every rifle is different. This is true, but many rifles use similar chambers and twists. Ammo like Fed Gold Medal Match or Atlanta Arms shoots well for virtually everyone.

Many high power or long range shooters use the exact same loads. There's certainly no harm in building up to one of these index loads for a precision test.

Once you develop of safe load that will shoot cleans, quit load development and focus on skill development.

How long? Are you wanting to keep them mag length? Google says 2.5" class.
