The videos are confusing me as to whether the chambers are charged or not at the buzzer. Is it the practice to stage ALL guns with loaded mag/tube but empty chambers and charge on the clock?

Don't worry about it, the starting condition will be covered in the stage brief. Plus, as long as you're not up first, you will have time to prepare.

Guns are staged I all different manners depending on the match. Some Match Directors like to test your skills of loading the gun, unslinging the gun, drawing the gun from a holster, picking it up off a table, getting ammo out of a bucket, etc. It all adds to the complexity and diversity that makes 3 gun fun and exciting.
