Trying to resurrect an old Kantronics KPC-9612 (non-plus) to use as an APRS I-Gate with APRSISCE.  I managed to get the computer to talk to the TNC, after a hard reset and a memory battery replacement. I entered my callsign, then sent INTFACE KISS.  I'm using an older Kenwood TM-2530A  mobile radio.   The cable interface was made by eBay seller HamMadeParts. I figure he should be pretty reliable at putting together a proper cable.  

I set up a new port in APRSISCE using Com1 and all the other settings I used to talk to the TNC using Putty.  I set my location,  hit transmit,  and nothing.   No lights on the TNC,  and nothing out of the radio.   Any thoughts or suggestions are appreciated.
