From your name and state, I'm assuming you're in Vegas.
The 146.970 repeater here in Vegas isn't used too much, and it can be flaky at times. Some friends and I use it on weekday mornings, but otherwise it can be dead for hours. Confirm your 600 kHz offset (-) (so transmit is on 146.190), and the tone is 100 Hz. I must be dyslexic. You said .97 and I read .79. I don't use the 146.97, so not sure there.
To confirm your radio is TXing in simplex, and if you don't have another radio to monitor with, you can usually raise someone on 146.52 here in town. It ties to a UHF remote base, so you get great coverage.
The
447.000 repeater is pretty active.
