If not on LoTW (and why are you not?) then send a card direct with an IRC to the address listed on QRZ.com. Wouldn't hurt to back it up with a card through the bureau. It is Russia and the postal system is spotty at best.

Send QSL as usual, no radio police will show up with a Wouff Hong or a Rettysnich. Upgrade to Extra and never have to worry about that again..
