I just QSO'd with Italy.......about 1/2 through I realized I was just "outta bounds" on 15m.....21.273 Hate to say it but I've done it myself ... once. Learned my lesson and stayed within the limits of my license since. and how do I confirm a contact with EA8/RW3DO....appears he's on vacation...do I eQSL his QRZ account like normal.... 18.160 His last LoTW upload was just a few hours ago. If not on LoTW (and why are you not?) then send a card direct with an IRC to the address listed on QRZ.com. Wouldn't hurt to back it up with a card through the bureau. It is Russia and the postal system is spotty at best.

If you send a qsl card with that frequent you are admitting you broke the law and the Fcc will use that in court to fine you and take your ticket. You must delete this post and forget you ever visited that freq.

I would forget about the QSL.....Italians and Russians are a dime a dozen. Work them legally next time for a QSL.

I wouldn't worry about it at all. If the FCC isn't doing anything about the crap on 14.313, they aren't going to bother you.
