I have an abundance of oldcfence boards that were painted with creosote many years ago. Most of the paint has disappeared over the years due to weather.
I am wanting to make some raised beds with them. Would they be safe to use for Veg gardening?

I wouldn't unless you were to wrap them in an impermeable plastic.  Creosote and foodstuffs don't get along too well.
