I was thinking of doing long-term food storage by packing some dry foods (rice, beans, etc) into vacuum-seal bags, sealing them up, then sealing them into a bucket with a gamma seal lid. Would this work, or do I need to go with Mylar, O2 absorbers, etc?

You can do it that way but the vac bags aren't as durable as Mylar. You'll get bag failures, particularly with rice.

Even mylar will fail with pointy foods. I had spaghetti bust through 7mil mylar because the vacuum was too strong. I think it is better to seal with an O2 absorber.

Mylar is also much better at keeping air out (diffusion through the bag)

Don't bother vacu sealing rice. The kernels puncture the bag and they leak. I won't make that same mistake twice.

Mylar and O2 absorbers is the way to go.

What about double bagging it?

At some number of bags it would work. But, there really is no need to ponder since excellent methods for storage of dried goods are well established.
