US, though you can't rule the same thing out entirely, typically it would depend on what he was wanted for and what threat he posed.
In the US shooting at cars moving away from you is typically frowned upon. There are exceptions but car theft is not one of them. Armed and dangerous can be.

I will say this and not being totally negative, that many cops and shots fired, the vehicle would be lucky to not have 40 or 50 rounds in it. Tactics in the US are very much fire and keep firing mostly till the threat is stopped but very often escalated by others firing much like a firing line in combat is. Kind of rough really because afterwards there's a lot of second guessing and now even criminal prosecution. After the riots in Baltimore, the city took on the murder capital bragging rights. Law enforcement took a nose dive, understandably I might add.
