I would drill it with a 2" drill bit. Then pour it full of black powder. Place a fuse with a little wax dripped on it. Don't use a candle but rather a steel cup full of melted wax, then pour epoxy over that. Let it set for a day then light it and stay back

Is your game plan to get the entire thing out, or just get it below ground level so it's not a mowing/driving/walking hazard?

If it's the latter, take a pick-axe and dig a bit of dirt from around the base, cut the major roots, and you should be able to pull the rest with a strap/rope/chain and just about anything with an engine. 4" is small stuff and comes out pretty easy once you cut the main roots that branch out just below ground level.
