I'd like to know the details of selling a pre-ban lower to a ban state through an FFL. If this should be posted elsewhere let me know.

There is nothing to really know. If your lower is preban pre 9/14/94, it is perfectly fine to send to a NYS FFL. Most NYS FFLs do require that firearms are sent from an FFL.

AR15s are a no-go in NYC and I think Rochester has their own restrictions too. I'm sure someone else can chime in on that. Otherwise it is perfectly fine to send to NYS.

ETA: I can only speak for NYS.

You can legally ship any Title 1 firearm to any FFL in NY, including NYC. The dealer
may only transfer an AR in postban configuration or a preban in any configuration to a civilian. NYC does not allow the ownership of most semiautomatic long guns.

Yes, if private to FFL, all you need is a copy of your ID, a bill of sale and a copy of the FFL's paperwork to send along with the lower. Doesn't have to be FFL to FFL.

Thank you for considering a sale to a NY resident; too many folks confuse "The City" with the rest of the State...kind of like confusing Dallas with the rest of Texas.....it ain't the same.
NY adopted the now expired Federal AW ban, sans the sunset provision.

The lower doesn't have to be preban guys...You can ship ANY lower to ANY FFL in New York.

It is the buyer's / receiver's responsibility to make sure the lower and upper combo are AWB compliant.
