Maybe I'm confused but:
(a) The chief of police of the appropriate county
shall grant a license to carry a concealed pistol or revolver to
an applicant who:
Is a citizen of the United States;
Has resided in the State for at least six months or is
a member of, or spouse of a member of, the military
stationed in the State, or a retired law enforcement
officer :
Is twenty-three years of age or older;
Etc, Etc,Etc
All from
http://www.capitol.hawaii.gov/session2011/bills/SB835_.pdf
It all seems very tedious and inconvenient, but a Shall issue...
I think you need to list the "etc, etc, etc"... it may be germane

From Smokey and the bandit
Sheriff Branford: The fact that you are a sheriff is not germane to the situation.
Buford T. Justice: The god damn Germans got nothin' to do with it.
Tedious and inconvenient, that's what Government, especially here in Hawaii is good at.
This is Hawaii, not Germany dammit!
