Hawaii: A Shall Issue State

Maybe I'm confused but:
(a) The chief of police of the appropriate county
shall grant a license to carry a concealed pistol or revolver to
an applicant who:
Is a citizen of the United States;
Has resided in the State for at least six months or is
a member of, or spouse of a member of, the military
stationed in the State, or a retired law enforcement
officer :
Is twenty-three years of age or older;
Etc, Etc,Etc

It all seems very tedious and inconvenient, but a Shall issue...
