Anyone recommend a good reliable FFL to do some transfers here? I'm in SF, SD, but don't mind driving a little ways.

Check out Leo Hess at Full Blast Engineering, he is in SF and is good to deal with.

What are his fees?

You'll need to call him. I believe his fees vary by whether you are a pain in the ass or not.
I'm a pain so I suspect he charges me more than normal
It's worth a stop into his place, he's got a pretty cool military weapons collection on display.
Full Blast is a block North of 41st on Walts.
