Are they legal to own? I noticed that "Sportsman's Guide" will not ship them to Michigan.
Signaling devices such as flare pistols are non firearms (no regulations) as long as you do not alter them to fire cartridges other than signal flares.
Sportsman's Guide are a bunch of morons IMHO, so who knows what ignorance causes them to make such decisions.

I suspect our lawmakers have more to do with the restrictions than Sportsman's Guide.
