FTF sales in Utah?
i am coming to Utah from California in a few months to visit a good friend of my family & i am going to build him his first black rifle. this will be a gift from me & i will be bringing the rifle with me when i come up to visit. what i need to know is can i just give him the rifle as if it were a FTF sale or will it need to be done through a transfer dealer since i am from CA. & he is a resident of Utah? Thanks!

To do it legally since you are a resident of California you will need to find a dealer to do the transfer for you.
Though the ATF has set an example with their Fast and Furious scandal.
I want everything to be done legal so he can enjoy his gift & not have to worry about loosing it because we got lazy & didn't fill out all the proper paperwork. I will have him give me the name & number for his local FFL so i can contact them ahead of time to set up an appointment for doing the transfer. he has bought guns online before so i know he has a transfer dealer he likes to use & that will make things nice & easy. thanks for the reply!
ETA: excuse my ignorance but what is the "fast & furious scandal" that you speak of?

If your building the rifle for him why don't you just have him purchase a stripped lower locally? They are readily available here and then no worries what so ever...

What is the expectation from a bunch of thugs? For them to uphold the Constitution? To conduct themselves in a manner according to the rule of law? It's the "We will attack you without provocation and burn you to the friggen ground, then fly a flag over your escharred corpse Bureau of Alcohol, Tobacco, Firearms, and Explosives." They are proven criminals with a laundry list of bona fide criminal activity, along with malfeasance, lack of financial accountability for public funds, ruining of other LE agency criminal cases, etc. They are bad news all around, with a few boy scouts who only stay in because they need to put food on the table, and don't want to go babysit inmates for less pay and guaranteed injury.
They need to be defunded, and banned from existence. Take the few good employees and allow them to continue their good service in Customs and Border Patrol...which is another agency that needs a house-cleaning as well. Have you seen how many Customs employees have been arrested as plants by the Mexican Narco-Traffickers lately?
Ok, let's just say you are a Utah resident.
In Utah, face to face transfers are unregulated and perfectly legal as long as the person selling has no reason to suspect the buyer is not prohibited by law to own a firearm.
It's up to the seller to obtain a signed bill of sale so if anything were to be traced to the original owner/seller he/she can produce a bill of sale indicating they sold the firearm. Now I've spoken to BCI about this and they recommend as a CYA that the seller get a notarized bill of sales so everything is on the up and up. BUT.... this is not required.
So this is for only Utah resident transfers to Utah residents.

Why not make arrangements with an FFL that one of these guys can recommend (know and trust) then just plan accordingly. Drive around with him a bit and say hey lets go to that gun shop over there . . . . Walk in and already have the arrangements made and the FFL on the know so he can just give the paperwork to him and smile.
