I carry a loaded rifle all the time; not really a truck gun, just when I'm goin somewhere to shoot nutria or rabbits or whatever. Guess I ASSumed I was covered with the CHL...

you could legally do that without the chl, as long as it is in the open, not under anything.

Not all are labeled a chl. I've seen a few labelled as a cwp, concealed weapons permit. Legit question.

After I posted this thread, I started reading my copy of "Understanding Oregon's Gun Laws" by Kevin Starrett. I bought the book during my CHL training, but hadn't actually, you know, read it yet. I was pretty surprised to find that I'd been good to go on the rifle even without a CHL. Awesome!
Something I feel like I remember reading in the Oregon HTF was that having a CHL pre-empts the more-restrictive ordinances places like Portland have passed. So having a CHL would protect me from Portland doubtless having passed a no truck guns ordinance. I think this was brought up during a previous discussion of truck guns. However, it's also entirely possible I made up the whole damn story. Lots of times it seems like I just decided stuff happened.
Anyway, I think I'll go ahead with the truck gun for now. I can always take it out if I'm Portland-bound. And anyway, concealed is concealed...
