I have a 2000 Honda foreman I rebuilt the carb after I cleaned out all the bad fuel and crap installed a master rebuild kit.
The Good: It runs, It idles, you can drive it around the farm with no problem.
The Bad: It is cold natured even on a warm day, It seems to run hotter than normal, It will not run on the factory card settings(air fuel mix and needle setting) It does not like being put under a load, The needle is on the lowest setting and air fuel screw is about 5 turns out.
I am tired of messing with it as I said all internals are new I am not sure what else to do...

My grizzly did that once. It turned out to be a stopped up gas tank fuel line. A dirt dauber wasp had built a nest in the end of the hose. Be advised that you may have more than one vent tube that's stopped up on the tank, carb, intake manifold, etc....... Check them all.

ETA: Do you break everything you touch?

Do you mean that the clip on the needle is at the top or the bottom of the needle settings. If at the top that is full lean are you running it without he airbox? These units ain't like a car, they need the back pressure to allow the CV carburetor to work.
Use this as a guide:
Idle to 1/8 throttle= Pilot jet (if this isn't working you have one of a few possibles) low float level, air leak, plugged orfices in carb or plugged jet.
Nozzle/ needle 1/8 to 3/4 throttle = Needle taper in emulsion tube. The lower the clip setting the richer the mid range. If the taper is wrong things can get interesting but if everything is stock usually the needle is worn (evidenced by shiny spots on needle) after a quick peak at a microfiche this unit appears to have a "sail" or atomizer that can be removed separately. It is above the nozzle, and is held in place by the nozzle. If you lost it that will cause the carburetor to mix like shit. Take the nozzle out lift the slide and look in the bore, the "sail" should be a little brass piece that the needle is protruding into at the bottom of the bore. If there is no little brass piece sticking up..... Well, there's your problem
Main jet 3/4 to WFO.
Hope this helps. If not shoot me a P.M. We'll get it

Needle clip is on the bottom last setting.

Check the float level, and check the intake boot for cracks. you have a lean condition.

Look closely at the rubber fuel line. This new gas will deteriorate that from the inside out quickly and with out prejudice. My brother was ready to set fire to his his till he replaced thatl

The more I think about this... I'm gonna tell you a trick.
There's a drain on the float bowl with a screw, take a piece if clear tubing and put on the nipple. Open the drain and make sure you have a steady flow of fuel, then turn the line up parallel with the float bowl base. This should give you a view of the level inside the bowl. If its more than a few millimeters below the gasket area that may be your problem.
Others have stated to check the vents as well.
