Anyone in the Charlotte area that can turn down the end of a barrel?

Anyone know of someone in the Charlotte area that can turn down the end of a barrel with the action attached by about 0.06"? I'm trying to thread the end of the barrel with a M15x1 die, but the OD is roughly 17mm, or slightly under 17mm. Either that or anyone have any techniques I could use with common tools to cut it myself.
