They found Phylicia Barnes

Found her floating in the debris by the Conowingo dam and another body nearby.

I had heard one report that they were decomposed pretty bad but not bad enough to have been in the water for 4 and a half months

water temp at that time of year was low enough to reduce if not stop decomp. the only reason they found them was the few warm days we had got the water temp up enough that the bacteria in there bodies started producing gases making the bodies float. regardless of what you see in movies, most bodies sink till the gasses build up. then they float. usually takes 3 or 4 days in the summer and over the winter can take till the spring warm up to happen.

My first thought was he's involved. Either as another victim or the perp.
But considering how much rain we've been getting lately he might just be a drowning victim.

Aren't multiple bodies recovered from Loch Raven reservoir at the same time due to underwater current bringing them up?

True, we have had a lot of rain in the past several weeks, but still, you have to wonder.
We would need to know what the past statistics are on finding them, and, finding multiples at the same time.

I'll go with whoever wrote they don't believe in coincidences. Probably likely we have a connected victim.

I think the find maybe a body a year in the Susquehanna.
