I live in the liberal heaven of Minnesota and i am 20. Is it possible for me to purchase a stripped lower receiver here?

You have to be 21 to buy a stripped lower. The new 4473 delineates between a stripped lower and one built as a rifle. Since a stripped lower can be made into a pistol, you have to be 21 to buy one.

not a loop hole, or a striped lower but if you buy a complete lower with a stock attached it will be sold as a long rifle


I think thats about the best you can do

False, if you want anything that has to to through an FFL (ie. ordering a lower online, even a complete lower), you have to be 21. I made that same mistake, I just had the guy keep it in his safe for a couple months until my 21st.

OP, you could pick up a lower through a face-to-face sale with someone in your state, as the legal age for that is 18. A gun show is one possible idea. Another option is having a older family member pick up the lower from the FFL and them gifting it to you. Could possibly be viewed as a straw purchase though, not sure.
I'm no lawyer, but I don't THINK that would vary state to state.

You need a pistol permit to buy a lower here, good for 1 year.

but if you get your parents to buy it for you, they can legaly gift it to you if you are over 18. it would not be a straw buy.

You don't have to be 21 to get a pistol permit. I filled out the form on my 18th b-day and got it a week later.

okay i just went to the ramsey county sheriff and the would let me fill out an application. What the Helll!!!!!! i will be 21 in april but i want to get a lower.

By federal law, only long guns can be transfered by a dealer to those 18-20 years of age. A receiver is not a long gun, thus, it cannot be transfered by a dealer to someone less than 21 years of age. Whether a receiver can be assembled into a hand gun is of no consequence for the situation of transferring a receiver by a dealer to those aged 18-20.

A complete lower with a stock attached is not by definition under federal law a long gun. A receiver (which has a definition under federal law) remains a receiver until it is assembled into the configuration that qualifies it as either a long gun or as a hand gun. To qualify as a long gun or as a hand gun, the firearm must be capable of firing a projectile.

Since I am (once again) looking at the possibility of relocating to the Twin Cities, I decided to look up the Brady Campaign rankings. I've always figured that they will "fail-fail", so if they say a state is terrible, it will be awesome.

My, was I shocked to discover that the only state not to vote for Reagan is considered more gun friendly than Alabama and North Carolina, the latter of which I have lived in and seemed like the Wild West to me.

Minnesota may have its problems, and the purchase permit system may be a bit of a PITA, but it is NOWHERE NEAR "the worst". In fact, it ain't half bad.

When it is considered the lowest-ranked of the one-star states by the moonbats at Brady, believe me, it's not bad.

New York and New Jersey, where I live and work respectively, are ranked in the top five. Fucking hooray.

Zaphod,

The CCW Permit acts as a 5-year valid permit to purchase as well, so you don't have to go through that hassle if you get your CCW and keep it up to date.

We also cannot own Full Auto toys unless they are C&R Full-Auto NFA weapons.
We also cannot own sound suppressors - at all.

Otherwise, you're right, Minnesota isn't so bad. It's the local (Metro & Duluth) politics, the insane taxes on businesses, and bureaucratic nightmares one faces when trying to DO something with their lives...

I have to admit that the suppressor ban is a bit of a bummer as I wanted to get an SBR with a can. That said, with the seeming increase of the popularity of suppressors for "non-tactical" use, we may have hope there. SBRs will be a dream come true, though...

As for FA, while I agree the ban is BS, the chances of me getting one even if it were legal would be nil due to cost of the weapon and the cost to feed it. I'll just pull the trigger faster.
