CT Body Armor Law, clear as mud
So I want to buy some plates for my plate carrier and IOTV, but CT's laws are bizaare as per usual. It says:
It is a class B misdemeanor, punishable by imprisonment for up to six months, a fine of up to $1,000, or both, to sell or deliver body armor unless the transferee meets in person with the transferor to accomplish the sale or delivery. The law exempts sales or deliveries to:
1. authorized officials or sworn members of local police departments, the State Police, the Division of Criminal Justice, the Department of Correction, or the Board or Pardons or Parole;
2. authorized municipal or Department of Administrative Services' officials who buy body armor for the above agencies;
3. authorized Judicial Branch officials who buy body armor for probation officers; and
4. members of the National Guard or armed forces (CGS § 53-341b).
I fall under the 4th category. It says nothing of being a unit level purchase or anything like that, just says that you have to be in the guard or armed forces. Can I buy out of state plates? regardless of if it's legal, the trick will be finding a dealer to sell to me.

You have to be there in person....that's it.
Plenty of security guards buy it from stores in CT.
It's not an issue unless you are trying to buy mail order from a police supply type of place as far as I can tell.

Perhaps I should be more clear. I am looking to buy from out of state, from an online retailer, specifically an ebay seller for TAP Gamma plates.
ETA. No clue how you should go about that.

The law seems clear enough to me, but as with all our laws they leave it so wide open for interpretation.
Buy em.
If it works then buy some for me....or would that be a straw purchase?

This one is pretty straightforward. The seller is criminally liable if, through some method other than a face to face transaction, they transfer body armor to an individual other than one the persons identified in the four exemptions. Since you are an exempt purchaser (recipient), there would be no criminal liability in them selling you armor
by mail. Some companies may not deal with you out of paranoia- others might not know about the prohibition. Maybe some will want to verify your credentials/status. If you want to deal with a company that thinks the prohibition is blanket, see if you can't educate them and offer to validate your status.

My friend is a member of the armed forces. He ordered some plates earlier this year and had them shipped to his doorstep. I think the law is pretty clear in this case.

And no way is that a straw purchase. He is now a reseller and the buyer is not prohibited from owning.
Fuck the legislature. They dun goofed.
