What/where to buy near Sacramento?

My brother is from CA and would like to buy his first CA legal AR. I love ARs but being from NE (obviously 
) I'm a poor source of info for him on what/where to buy. So......what are his options for ARs and where's the best place to buy one (or transfer one) near Sacramento?

Black Rifle shop on Blue Oaks BLVD in Rocklin.
TDS on Granite Dr in Rocklin.
Both are just black rifle stores with a few pistols and should have $100 or less lowers and lots of uppers/ parts.
BTW- PSA parts kits are the best deal right now.

CORDOVA SHOOTING CENTER
You can buy your rifle there and shoot it on their range next door. If they do not have it they can order it pretty fast.
