Hi, can anyone tell me what a "california legal" Stripped Lower AR-15 is? It's the "california legal" that I don't know about. Does the "california legal" make it different? Thanks!

California legal means the lower in not listed by name as an assault weapon

California legal....Stag...Mega...Cmmg...Lauer...RRA...Fulton (some)...Doublestar...DPMS....to name a few

almost any new manufactures or company names since approx 2001

same for AK receivers...NDS...some Armory USA...some Arsenal...Ewbanks...Global Trades

When dealing with complete or even semi-complete firearms California law starts to get a little tricky and you should leave it up to the receiving end to make sure that the item you are sending is in compliance with out laws. I say this because a completed unmodified AR-15 lower could be seen as a completed firearm by some and they would say it's an assault weapon, even though the purchaser could put a rimfire upper, single shot upper, or bolt action upper on it and it would be legal in that configuration. This can also change pretty drastically very fas with introduction of new products, such as magazine locks, that can be easily applied to a firearm to make it compliant with out laws.

That said, when it comes to JUST STRIPPED RECEIVERS, If it's not on these lists then it's 100% legal. Keep in mind tt has to be an EXACT match of name or manufacturer. For examples, Kalashnikov USA Saigas are illegal but Russian American Armory Saigas are legal. Again, both the Manufacturer AND the model must match.


(a) All of the following specified rifles:
(1) All AK series including, but not limited to, the models identified as follows:
(A) Made in China AK, AKM, AKS, AK47, AK47S, 56, 56S, 84S, and 86S.
(B) Norinco 56, 56S, 84S, and 86S.
(C) Poly Technologies AKS and AK47.
(D) MAADI AK47 and ARM.
(2) UZI and Galil.
(3) Beretta AR-70.
(4) CETME Sporter.
(5) Colt AR-15 series.
(6) Daewoo K-1, K-2, Max 1, Max 2, AR 100, and AR110 C.
(7) Fabrique Nationale FAL, LAR, FNC, 308 Match, and Sporter.
(8) MAS 223.
(9) HK-91, HK-93, HK-94, and HK-PSG-1
(10) The following MAC types:
(A) RPB Industries Inc. sM10 and sM11.
(B) SWD Incorporated M11.
(11) SKS with detachable magazine.
(12) SIG AMT, PE-57, SG 550, and SG 551.
(13) Springfield Armory BM59 and SAR-48.
(14) Sterling MK-6.
(15) Steyer AUG.
(16) Valmet M62S, M71S, and M78S.
(17) Armalite AR-180.
(18) Bushmaster Assault Rifle.
(19) Calico M-900.
(20) J&R ENG M-68.
(21) Weaver Arms Nighthawk.

(b) All of the following specified pistols:
(1) UZI.
(2) Encom MP-9 and MP-45.
(3) The following MAC types:
(A) RPB Industries Inc. sM10 and sM11.
(B) SWD Incorporated M-11.
(C) Advance Armament Inc. M-11.
(D) Military Armament Corp. Ingram M-11.
(4) Intratec TEC-9.
(5) Sites Spectre.
(6) Sterling MK-7.
(7) Calico M-950.
(8) Bushmaster Pistol.

(c) All of the following specified shotguns:
(1) Franchi SPAS 12 and LAW 12.
(2) Striker 12.
(3) The Streetsweeper type S/S Inc. SS/12.

Again, this applies to JUST STRIPPED RECEIVERS. If you want to know about configuration then look at the flow chart listed above.

A couple quick examples to help ensure accuracy.

~ Stag Arms's Stag-15 stripped receiver. Neither Stag Arms nor Stag-15 appear anywhere in the list. This is an example where neither the manufacturer or model is listed. This receiver is 100% legal to ship to, purchase in, or have possession of in California.

~ Bushmaster's Carbon-15 stripped receiver. While Bushmaster is listed as a manufacturer, and the Carbon-15 is listed as a model (under the manufacture Professional Ordnance, Inc), the Bushmaster Carbon-15 is NOT listed. This is an example where a manufacture, a model, or both are listed but not together - both the manufactuere AND model must match for it to be restricted in California. This receiver is 100% legal to ship to, purchase in, or have possession of in California.

~ Armalite's M15 stripped receiver. Both Armalite AND M15 and listed together. This is an example where both the manufacturer and model are listed together. This receiver is NOT legal to ship to, purchase in, or have possession of in California without proper paperwork or permit. No amount of alterations, even permanent welding, will make these receivers legal to own in California. Even posession of these as stripped receivers is against the law.


It seems complicated, but it's really not. It's similar to New York's Pre-ban/Post-ban rules, where there's has nothing to do with the name (except a few rare circumstance) and everything to do with the date it was made. Ours has NOTHING to do with the date, and everything to do with the name.

Its what Californians call an "Off-list" lower...which means its a lower receiver that is not specifically banned by name. Therefore is allowed with certain weird features such as bullet buttons or a Monsterman grip instead of a real pistol grip grip on an AR. Hope that helps. I have one of those fixed ten round mag ARs. Its a joke..and is worthless now due to the Off list lower stuff flooding the state.

The DOJ could give a rats ass what happens on CG, yes sometimes a criminal gets busted...and all their tracks lead to CG...so CG is scoped out again by the LEO....wanna buy a snake...lol

I had no idea CG got together and formed a law on OLL...thanx for the info...

Lets use your logic...AR15.com then created: Heller case, LaRue, 44Mag, and about 20 other companies, plus a dozen other laws....using your logic since everyone in those where members here.

Where are you located in CA? Im in SoCal and there is a dealer who can get them, although it is just a couple of weeks wait depending on manufacturer. I just picked up a Spikes Tactical. Although not cheap at $300 OTD with tax but at least I have one.

I live in Sacramento County and the fun shop I frequent says they will not order lowers for a while nor do paperwork on them. I will try another FFL and see if I can order one from Rainier or CMMG for less than $300 OTD. I doubt that I will though since there is a buying frenzy right now.

You could always pin a .50DTC conversion upper to it! Even .50BMG if you happened to register it as a CA 'assault weapon'
