Essentially the tool compresses the locking points and allows you to use a built in Philips head screwdriver to adjust the sight.
You do not necessarily need that specific tool to adjust the sight - you can alternatively use a small pair of needle-nose pliers and a regular Phillips head screwdriver (pinch the locking points with the pliers and turn screw with Phillips screwdriver. Its a little more complicated than using the specific tool, but once its sighted in, you tend to leave it alone. Just my 2 cents.
Throw the sight tool away, it's actually harder to use than off-the-shelf tools.
Compress the tabs with a small pair of needle-nose pliers. Hold the pliers closed with one hand (holding the inner post in position), then turn the outer cylinder to adjust the elevation. The only trick is you need to turn it the opposite way from the directions, since they want you to turn the inner post. Trying to use the pliers and a phillips winds up taking three hands (one for the pliers, one for the screwdriver, one to hold the outer cylinder in place).
Best way is to follow the directions in the mp5 operator manual. Downloadable free just Google it. Save money get the 28$ from rtg.

The tool is actually very good if you know how to use it. Take the barrel out of the handle, insert the two fingers in the slots on the rear sight. Then insert the screwdriver into the barrel, it cams the two fingers and you should feel a "snap" where the sight is released. From there you can raise or lower the barrel to adjust elevation. Windage is adjusted by loosening the lockscrew on the top of the rear sight and adjusting the windage with the small screw on the side.

Thats the sight tool I have.
Mine works like a champ follow the mp5 manual.
While have and use the HK sight tool, as the earlier posters have covered, some of the off the shelf tools work as well or better. Picked up a set of small 5" hemostats at a gun show and use these more than the HK Tool now days.
