My buddy gave me his 110 to check out saying his bolt wasn't closing. I opened it and the whole bolt handle spun around the bolt.
Is it out of commission or do I have to lend him my '70?

This is what I thought as well.
Sounds like your buddy needs to read the instruction manual and do a once over on anything before heading out into the woods.

Check that the screw on the back of the bolt didn't come loose. Here is a slideshow that walks you through disassembling the savage bolts to get an idea how they go together.
