Two part question. A relative wants to have a rust damaged shotgun re-blued but claims that it is no longer possible to have it done in CA. Is this so?
Any suggestions on where this scattergun can be sent to have it restored?

California is crazy with the environmental regulations, but there are companies in California that do bluing.
Who, I personally don't know, but there are places that do it.
These days you can have GOOD bluing or you can have CHEAP bluing. You can't have both.
95% of gun bluing is in the hand polishing. A cheap blue job may be a dark blue, but the sharp edges will be rounded off and the flats will have ripples in them. Looks like what it is: crappy polish job done by a ham-handed polisher.
A good blue job is done by a pro who spends 8 hours a day polishing metal. These people don't work for minimum wage.
You can also consider using one of the tough paint-type finishes like Lauer Duracoat or Brownell's Aluma-Hyde II. These are spray-on epoxy paints that work well.

A refinisher in California that I use quite often. If they are closed they didn't tell me when I spoke to them last week.

You can also have it rust blued, which is I think the highest quality bluing available. I think it's environmentally safe, so it should be easy to find someone to do that in California.
Rust bluing looks great on old double shotguns but it's even more labor intensive then hot tank bluing and will cost accordingly.

Rust blue is commonly used on doubles, as hot bluing salts will destroy the solder holding the barrels together.
The price did go way up for hot bluing..part of the reason I'm told is the hazardous waste disposal...
